What happened

On 22 July 2008, ahead of the confidence vote the UPA needed to survive the nuclear deal, three BJP MPs walked into the Lok Sabha and waved wads of currency notes, alleging they had been paid to vote for the government. The government won the vote.

What the government said

The government called the display a fabricated stunt designed to discredit a vote it had won legitimately. The opposition said it was proof of bribery caught in the act.

Notes on camera. Nobody's government fell.

A parliamentary committee investigated and could not conclude who had paid. A police investigation years later jailed aides on both sides, including an aide to the leader of the opposition and a Congress MP, but never established who authorised the money. Both parties accused the other of staging it. The vote itself was never revisited.

Contested / alleged

Who paid, and whether the display was a genuine exposure or a set-up, was never established. Both accounts remain allegations.

What accountability should have looked like

A vote annulled and re-held while the money was investigated, rather than a government seated for five years on a result nobody could vouch for.

Ministers and office-holders responsible

Naming who held the portfolio is a matter of public record. It is not by itself a finding of personal responsibility for any death or any rupee.
