What happened

At a rally in Agra in November 2013 Modi promised one crore jobs. The BJP's 2014 manifesto carried no numerical jobs target at all. What is not in dispute is the outcome: the Periodic Labour Force Survey for 2017-18 put unemployment at 6.1%, a forty-five-year high.

What the government said

The government argues that headline unemployment understates work in a largely informal economy where a self-employed vendor is genuinely employed, and points to Mudra loans, PMEGP, job fairs and the National Career Service as delivery channels. On measurement it cites the RBI's KLEMS database, which it reads as 7.8 crore jobs created between 2021 and 2024, and 6.2 crore net EPFO additions since 2017, as evidence of both job creation and rising formalisation.

What the record shows

Two statisticians resigned

The survey was not published. On 28 January 2019 the acting chairman of the National Statistical Commission, P.C. Mohanan, and its member J.V. Meenakshi resigned over the non-release of that report and the lack of consultation on the GDP back-series. It was released only after the 2019 election was over. Asked about joblessness in January 2018, the Prime Minister offered that someone selling pakodas outside an office for ₹200 a day was employed, even if the earning 'will never come into any books'. Success is now measured by EPFO payroll additions and the RBI's KLEMS series, neither of which counts new jobs: net EPFO figures are first-time joiners minus exits plus rejoiners, which measures formalisation and churn.

Contested / alleged

No primary source records a promise of two crore jobs a year. The verified record is one crore jobs in total, promised at Agra in November 2013, and a 2014 manifesto with no numerical target. The annual formulation belongs to the opposition — Manmohan Singh in 2018, Mallikarjun Kharge in 2022 — and is not quoted here as the government's own words.

What accountability should have looked like

Statistical releases on a published calendar no ministry can hold, a jobs metric that counts jobs rather than payroll transitions, and a statistical commission whose members need not resign to be heard.
