What happened

A vehicle packed with explosives struck a CRPF convoy in Pulwama, Kashmir, killing 40 personnel in the deadliest attack on Indian forces in the region in decades.

The government treated it as terrorism and answered with the Balakot airstrikes; it did not act on Malik's later claims.

What the record shows

No public inquiry

No findings on the security lapse were ever made public. The then Governor of J&K, Satya Pal Malik, later stated openly that there had been grave lapses, including a denied request to airlift the convoy, and said he was told at the highest level to keep quiet because the blame would be placed on Pakistan. Those claims were never independently examined. Forty dead troopers got a war of rhetoric, not an inquiry.

The lapse claims are those of former Governor Satya Pal Malik and remain unexamined by any public inquiry.

What accountability should have looked like

An independent, published inquiry into the intelligence and logistics failure. The least owed to 40 dead men and their families.

Ministers and office-holders responsible

Naming who held the portfolio is a matter of public record. It is not by itself a finding of personal responsibility for any death or any rupee.
