 "dodge": "The survey was not published. On 28 January 2019 the acting chairman of the National Statistical Commission, P.C. Mohanan, and its member J.V. Meenakshi resigned over the non-release of that report and the lack of consultation on the GDP back-series. It was released only after the 2019 election was over. Asked about joblessness in January 2018, the Prime Minister offered that someone selling pakodas outside an office for ₹200 a day was employed, even if the earning 'will never come into any books'. Success is now measured by EPFO payroll additions and the RBI's KLEMS series, neither of which counts new jobs: net EPFO figures are first-time joiners minus exits plus rejoiners, which measures formalisation and churn.",
