What happened

A nationwide lockdown announced with four hours of notice stranded migrant workers with no transport, no work and no income, forcing millions to walk home. Many died of exhaustion, accidents and hunger.

Asked in Parliament how many migrants died and what compensation was owed, the Labour Ministry answered that no such data was maintained, so the question of compensation did not arise. Refusing to count the dead became the very device for owing nothing to the living. It is hard to imagine a colder abdication.

What accountability should have looked like

Count every death, publish the toll, compensate the families. Build in humane transition time before shutting a nation down.

Ministers and office-holders responsible

Naming who held the portfolio is a matter of public record. It is not by itself a finding of personal responsibility for any death or any rupee.
