What happened

A vast racket in Madhya Pradesh's professional examinations board rigged medical-college admissions and government recruitment through impersonation and bribery, on an industrial scale.

As the net widened, an unusually long list of accused and witnesses turned up dead. The state government fought a CBI probe until the High Court forced one in 2015. Not one senior political figure was held to account for a fraud that ran for years under the state's own board, and the deaths were quietly filed away.

The count and cause of the associated deaths are contested and largely unproven; several were officially recorded as natural causes or accidents.

What accountability should have looked like

An independent probe from the first day, real protection for witnesses, and political ownership of a scam that festered for years.

Ministers and office-holders responsible

Naming who held the portfolio is a matter of public record. It is not by itself a finding of personal responsibility for any death or any rupee.
