What happened

Money released to Uttar Pradesh under the National Rural Health Mission between 2005 and 2011 was diverted on a mass scale. Two serving chief medical officers were shot dead in Lucknow in broad daylight, and a deputy CMO arrested in the case was found dead inside Lucknow district jail in June 2011.

What the government said

The state government said it had itself acted by removing ministers and ordering departmental inquiries, and denied that the deaths were connected to the diversion of funds.

Bodies, then a CBI probe. No political conviction.

The state did not order an independent investigation; the Allahabad High Court had to direct a CBI probe in November 2011 after the second CMO was killed. A minister and a health minister resigned and one was arrested. The CBI questioned the Chief Minister. No political figure was convicted, and the deaths were never conclusively explained.

Contested / alleged

That the deaths were murders to suppress the case is reported and widely alleged but not established in court; one death was officially recorded in custody and remains disputed.

What accountability should have looked like

An independent probe on the first audit finding rather than after two officials were shot, and protection for officials who were about to give evidence.

Ministers and office-holders responsible

Naming who held the portfolio is a matter of public record. It is not by itself a finding of personal responsibility for any death or any rupee.
