What happened

A 31-storey building in Colaba, Mumbai, raised on the stated purpose of housing war widows and defence personnel, was found to have been allotted largely to serving and retired politicians, civil servants and military officers at prices far below the market. Chief Minister Ashok Chavan resigned in November 2010 after reports that relatives held flats.

A two-member judicial commission under a retired High Court judge took evidence from 182 witnesses over two years and indicted four former chief ministers. The Maharashtra government then rejected its own commission's report. Prosecutions stalled on sanction and procedure, and the political findings were never acted on.

Contested / alleged

The commission's indictments are findings of an inquiry, not criminal convictions. Several of those named were later granted relief by the courts.

What accountability should have looked like

A government that accepts the report of the commission it appointed, and sanction to prosecute decided on the record rather than withheld indefinitely.

Ministers and office-holders responsible

Naming who held the portfolio is a matter of public record. It is not by itself a finding of personal responsibility for any death or any rupee.
