What happened

The National Clean Air Programme set out to cut PM10 by 20 to 30% by 2024-25, then revised the goal to up to 40% by 2025-26. By CREA's January 2026 assessment, only 23 of the 130 cities covered had reached the revised target and most remain above national standards. Delhi was ranked the world's most polluted capital for an eighth consecutive year at 82.2 µg/m³ of PM2.5, more than sixteen times the WHO guideline and above India's own weaker 40 µg/m³ standard.

What the government said

The government's position is that air pollution is a diffuse, trans-boundary problem spanning crop residue burning, construction, industry, vehicles and winter meteorology that no single authority controls, which is precisely why it created the CAQM in 2021 as a statutory body with penal powers across four states. It points to city-specific action plans under NCAP, a large expansion of monitoring, and real reductions in a number of cities as evidence that a structural problem is being addressed.

The Supreme Court has been unusually blunt. In September 2024 it told the Commission for Air Quality Management that 'like pollution, your directions are in the air' and found total non-compliance with the Act. In November 2024 it held that the right to live in a pollution-free environment is a fundamental right under Article 21, found a serious lapse by the Delhi government and police on enforcement, and directed prosecution under Section 14 of the CAQM Act, which carries up to five years in prison. Complaints followed against 111 officials of Punjab and Haryana. Not one minister, state or Union, has resigned or been removed, and the target year passed without an accounting.

Contested / alleged

The rupee figure is a conversion of the Lancet's dollar estimate for 2019 and is approximate. The IQAir ranking is reported from its 2025 report rather than read from the primary source.

What accountability should have looked like

A target with a named owner and a published annual reckoning, enforcement that reaches the people who set policy rather than only district officials, and a national standard that matches the WHO guideline.
