The cost of a rushed launch was dumped on small businesses, and the states' promised compensation arrived late and grudgingly. The rules were patched again and again, but the disruption was never once owned as a failure of preparation.

What accountability should have looked like

Fewer slabs, a stable rulebook, a tested IT backbone before launch, a real small-business threshold, and compensation paid on time.
