What happened

Ethnic violence between Meitei and Kuki-Zo communities erupted in May 2023 and ground on for nearly two years, with reports of state complicity and horrific gender-based violence.

What the record shows

20 months to a resignation

The Prime Minister stayed publicly silent for around three months and stayed away far longer. The BJP Chief Minister clung on through some 20 months of continuous killing, resigning only in 2025 under a looming no-confidence motion, after which rights groups noted that accountability for the violence still had not come. A burning state was treated as an inconvenience to be managed.

Contested / alleged

Allegations of state complicity, including an audio clip attributed to the CM, went to the Supreme Court for forensic examination and remain contested and under process.

What accountability should have looked like

Swift accountability at the top, an independent inquiry into complicity, protection and return of the displaced, and justice for gender-based crimes.

Ministers and office-holders responsible

Naming who held the portfolio is a matter of public record. It is not by itself a finding of personal responsibility for any death or any rupee.
