 "dodge": "In July 2002 the National Human Rights Commission found a 'comprehensive failure on the part of the State Government to control the persistent violation of the rights to life, liberty, equality and dignity of the people of that State', and recommended five cases be transferred to the CBI. The state government declined, and without its request the Centre said the CBI could not take over. The Supreme Court twice found a fair trial impossible in Gujarat and moved cases out of the state: nine of the twenty-one Best Bakery accused were convicted only on retrial in Mumbai, after all had been acquitted at home. Convictions followed at Sardarpura, Ode, Naroda Patiya and Gulberg Society, and many did not survive appeal. In 2024 the Supreme Court quashed Gujarat's remission of the eleven Bilkis Bano convicts, holding the state was not the competent government and had 'acted in tandem and was complicit' with them. Across twenty-four years, no minister resigned.",
